Started to work on handling errors as warnings when trying to store instances whose SOPClassUID has not been accepted during the negotiation. Work to be finalized later

Introduction
============

This sample plugin enables Orthanc to serve DICOM modality worklists
that are read from some folder.

The shared library containing the plugin is created as part of the
build process of Orthanc.
