Added the PYTHON_WINDOWS_USE_RELEASE_LIBS CMake option to allow usage of debug or release Python builds when building in debug mode under Windows with Visual Studio.

Create the Docker image:

$ ./docker-compile.sh Release
$ docker build -f Dockerfile-Release -t python-plugin ../../..


Run the just-created Docker image:

$ docker run -p 4242:4242 -p 8042:8042 --rm python-plugin
