This problem is resolved since release 0.4 of the DICOMweb plugin.

First, start the Orthanc server with Docker:

Secondly, in a separate terminal, run the following commands to retrieve the frame (transcoded to JPEG), and use the standard "display" tool from ImageMagick to display the frame (tested on Ubuntu 16.04):
