**What steps will reproduce the problem?**
start Orthanc server version >= 1.12.9
run: curl -X POST -H "Content-Type: application/json" -d '{}' http://localhost:8042/tools/reset

**What is the expected output? What do you see instead?**
expected to see the service restart, but startup fails with following error message in logs:
```
OrthancException.cpp:62] Internal error: Cannot initialize ICU: U_INVALID_FORMAT_ERROR
main.cpp:2185] Uncaught exception, stopping now: [Internal error] (code -1)
main.cpp:2216] Orthanc has stopped
```
**What version of the product are you using? On what operating system?**
issue started too occurre at version 1.12.9

**Please provide sample, possibly anonymized, DICOM files**
